How Schuylkill’s reassessment will work – Times News Online

Now that Schuylkill County commissioners have settled a lawsuit forcing a property tax reassessment, here’s what ratepayers should expect, according to County Administrator Gary R. Bender.

1. An independent company, outside our territory, is responsible for evaluating all the properties in the department. These professionals are experienced in conducting reassessments in many different areas and are responsible for overseeing and executing the process in the easiest and most efficient way possible.

2. Trained data collectors will gather information from landowners in the area through a series of data mailings, site visits and in-person interviews. These data collectors may be people from our area, but they will be trained to collect property information only; they will not determine the value. It is important that county records accurately describe each property, as it is this information that appraisers will use in the appraisal process.

3. All properties will be valued by assessors using computer aided mass appraisal software and systems which ensure that all properties are valued using the same set of standards. Pennsylvania Certified Appraisers will review each result and adjust values ​​as necessary to establish market consistency. A new computer-assisted mass assessment system, called the CAMA system, will necessarily be part of the reassessment.

4. Owners will be notified by the county and given the opportunity to informally review and correct any data errors; and formal appeals to the Schuylkill County Board of Appeal.

The approximate duration of the entire reassessment process, from start to finish, is approximately three years, from the start of the data collection process to the implementation of the new assessments.
